Welcome to the Website for the City of Detroit AFSCME Bankruptcy Claim Filing.

IMPORTANT NOTE: The deadline to submit a Claim Form and W-9 Tax Form has been extended to December 31, 2025.

For more than a decade, the American Federation of State, County and Municipal Employees (“AFSCME”) has fought for its bargaining unit members affected by the City of Detroit Bankruptcy, which remains one of the largest municipal bankruptcy filings in the country’s history. As a result of the determined efforts of AFSCME International, AFSCME Michigan, and their legal teams, that battle is nearing its end, and the time has come to begin the claims process for eligible City of Detroit bargaining unit members. From start to finish, AFSCME Michigan has covered the legal fees incurred in this long fight, but has determined not to recoup that money, ensuring the maximum amounts are received by eligible City of Detroit bargaining unit members.

If you are a City of Detroit employee that was represented by AFSCME from 2009 to 2013, you may benefit from the AFSCME charges and share in the AFSCME claim proceeds. You must fill out the Claim Form and W-9 Tax Form that you received in the mail, and submit them to the Claims Administrator no later than December 31, 2025.

If you are filling out a Claim Form on behalf of a deceased individual, you must download the Deceased Former Employee Claim Form from the Important Documents page, and submit that form with a completed W-9 Tax Form to the Claims Administrator no later than December 31, 2025.

If you did not receive a Claim Form in the mail but you believe to be eligible to share in the AFSCME claim proceeds, you must download the Non-List Claim Form and W-9 Tax Form from the Important Documents page, and submit those forms to the Claims Administrator no later than December 31, 2025.
